José Miguel de Carvajal, Vargas y Manrique (Lima, 1771-París, 1828), duque de San Carlos, conde de Castillejo y de El Puerto, se relacionó con Fernando VII cuando el monarca aún era Príncipe de Asturias. Entonces era ayudante del príncipe y estuvo a su lado durante el levantamiento de Aranjuez contra Godoy y la conspiración del Escorial. Con la llegada al poder de Fernando VII se convirtió en mayordomo de palacio, y en secretario de Estado cuando la corte regresó a España en 1814. El favor del rey también le llevaría a ser nombrado director vitalicio del Banco de España y director de la Real Academia Española.
En el retrato de cuerpo entero que le hizo Goya, aparece con un traje militar negro trenzado en oro, medias blancas, con un llamativo fajín rojo en la cintura y numerosas medallas y condecoraciones prendidas en su casaca: el Toisón de Oro, el fajín y la insignia de la Orden de Carlos III, entre otras. El brazo derecho sostiene su sombrero y lleva una carta en la mano, mientras que la mano izquierda, más alejada del cuerpo, se apoya en un bastón de mando, lo que da a la pose del duque un aire distinguido.
